                           -::: N&O #09 :::-

Hi! Welcome to the last N&O of this year. I'd like to thank everyone who
sent us their logs and info during the past nine months, and I hope you
won't let us down in the coming year. I wish you and your families a

           MERRY CHRISTMAS AND A PEACEFUL AND HEALTHY 1999!!!

This month I have a nice long N&O for you. Besides the usual monthly
items, you will find Simon Mason's 'Memory Lane'. Simon takes us back
to the early 90's for a station profile of the former '5-dashes' numbers
station. This month the second Agency Profile, this time I focus on
Iraqi intelligence. At the end of this edition, you will find the 1998
N&O index.

I have a great quiz for you created by Toby Andersson. If you don't
know what to do during your Xmas vacation, Toby's quiz and cryptograms
will certainly keep you busy for quite a while. And if you want more,
you just have to check his website.... http://hem.passagen.se/tan01/

                         * * * * * * * * * *

The states of Pzilatia and Zurbia are in state of war with each other
and the secret service intercepted a number of messages.

   ***** YOUR MISSION, DEAR SPOOKS, IS TO DECRYPT THESE MESSAGES *****

For info about the various encryption methods, please check earlier N&Os
or Toby's website. Other lengthy Pzilatian messages can also be found on
this website.
                                       Good luck and take care! -Ary-

* ZURBIAN MILITARY CRYPTOGRAMS *
by Torbjorn Andersson <tan@telia.com>
-------------------------------------
* Background information on Zurbia:
The People's Democratic Republic of Zurbia (Ratrespublikum Demokrtef
Zerb), located on the Dzeshret-plateau, has an area of 678.000 sq km
and a population of 28.9 million. Capital: Hatan Bulag. Agriculture,
forestry and mining are the principal industries. Timber, raw rubber,
bauxite and industrial diamonds are exported. Language: Zurbian.

The English were in the 16th century the first Europeans to explore
the Dzeshret-plateau. Traditional backwardness in industry and adminis-
tration ill prepared Zurbia for the demands of 19th century Western
expansionism which exposed it to military and political humiliations,
and mandated a drastic revision of political practice in order to
secure an accommodation with the modern world.

The Republic barley survived the stress of WWII Japanese occupation,
and was subsequently all but shattered by the rise of nationalism and
the emergence of the Zurbian Communist movement.
Moscow, which practiced a policy of cooperation between Communists and
other parties in movements for national liberation, sought to establish
an entente between the Zurbian Communist Party and the Part Ratomo-
movement ('People's Party') of General A. Klinkanai. The ensuing co-
operation was based on little more than the hope each had of using the
other.

An increasingly uneasy association between the Part Ratomo and the
Zurbian Communist Party developed and continued until July 31, 1965,
when General A. Klinkanai took over power through a coup-de-etat. He
has ruled the country with iron-hand ever since.

* The "Jungle" messages:
The Zurbian Ground Forces held their annual manoeuvres last week, and
here are a few intercepted messages. They are believed to have emanated
from low-level units, probably companies and a controlling batallion.
There are reason to believe they have used a turning grille to encrypt
their traffic. Traffic at this level usually consists of battle reports,
requests for reinforcements, supplies and the like.

Your mission - should you choose to accept it - is to break the messages
and reconstruct the grille used. Good luck!

                        -o-o-o-o-o-o-o-o-o-

Almost simple substitution. This one is suitable for the beginner (I
hope...). Usually, a cryptogram like this one would have been in five-
figure groups, but I have kept the real grouplengths, so as not to
scare the absolute beginner away. It is slightly harder than the simple
substitution ciphers usually found in magazines, but shouldn't cause to
much problem. Look out at the beginning, though...

::: 'NANCY ADAM SUSAN' [E15]
The 'Old Style Phonetic Alphabet Station', aka 'E15' is better known
as 'Nancy Adam Susan', named after the first callsign that was ever
heard.

The station was first copied in 1994 and is located in northern Egypt.
They use an alphabet that was used by radio amateurs in the late 40's.
It goes as follows:

    Adam, Baker, Charlie, David, Edward, Frank, George, Henry,
    Italy, John, King, Lewis, Mary, Nancy, Otto, Peter, Queen,
    Robert, Susan, Thomas, Union, Victor, William, X-ray, Young,
    Zebra.

Format:
    NAS (repeated for 1 minute)
    QTC QTC QTC
    NR 5 NR 5 NR 5
    GR 41 GR 41 GR 41
    followed by double 5-letter groups
    RA RA

    or, when there is no traffic:

    NAS (repeated for 1 minute)
    QRU QRU QRU

All the above is always spelled out:
NAS  : Nancy Adam Susan
QTC : Queen Thomas Charlie (message for you)
QRU : Queen Robert Union (nothing for you)
NR5  : Nancy Robert 5       (group number 5)
GR41 : George Robert 41 (number of groups). Note that the group
                            number is in Arab style = reversed. So,
                            GR 41 means 14 groups.
RA : Robert Adam (also reversed. End of transmission)

           not true. During the last months Guy Denman has already
           noticed two exceptions:

::: MEMORY LANE: 5-DASHES [G13/E13] by Simon Mason
This was a bi-lingual operation. Although the majority of the trans-
missions are in German, there was a small segment in English. Both
languages have the same format and use the same female voice machine.
The broadcast starts on the hour with the woman repeating a three
figure number three times, followed by a five figure number and then
a group count of the message to follow. At five past the hour slow
dashes are sent, followed by the five figure groups of the actual
message. Here are some headings that have been sent over the years:

      948 948 948 71667 122
      251 251 251 82385 109
      901 901 901 29003 40
      331 331 331 59900 72
      211 211 211 26318 53
      064 064 064 19250 94

The three figure group probably identifies the intended recipient and
the five figure group was probably the key to decoding the message. The
final numbers are the group count.

The woman used originally had a very sharp delivery; again, like some-
one barking out orders on a parade ground. This woman was practically
shouting. Then, in March, 1991, the voice was changed. The new voice
was the audio equivalent of those ransom notes you see on television
cop shows where the letters have been cut from a newspaper. Some
letters in the broadcast were sent slowly, some quickly, within the
same five figure group. Also, the number nine is sent as "noyner". So,
the number "12955" would be sent like:

      Ems - zvo - noyner - funffunf

The spacing above gives some idea of the kind of delivery the woman
uses. Also, each of the five tones sent before the message was preceded
by a rush of white noise, as though an ancient tape recorder with auto-
matic gain control was being used. The whole thing has a very amateurish
sound. Around March, 1991 an English version of this station turned up
using the same voice.

::: M51
This very active station has been logged on numerous frequencies during
the past few years. The first logs appeared in July 1996. The station
transmits from a location just north of Paris and is believed to be
DGSE related. Info and comments are most welcome!

o Characteristics
The duration of each message is 6 mins, 18 secs.
Each message consists of 100 5-letter groups in the following format:

         NR 19 A 28 21:24:21 1997 BT + 5-letter groups

NR 19    = message number
A        = month
28       = day
21:24:21 = CET
1997     = year

The month is/was probably 'free format' as the following formats have
been copied. As the non-standard abbreviations only appeared in the
first three months, it looks like they changed to a fixed format now.

         January  : 1 and J               July     : J
         February : 2 and FEB             August   : A
         March    : MAR                   September: S
         April    : A                     October  : O
         May      : M                     November : N
         June     : J                     December : D

The system is automated but the 'header' is sometimes handkeyed. This
is probably the reason why in August also other 'months' were logged,
like 'U' and 'S' which were heard several times. These must be typo's.

So far only message nrs 01-90 have been noted, while you should expect
a message range from 01-99.

o Remarks:
Apparently M51's computer did have some difficulties when it had to
switch from summer to winter time on 25 October. The following time
stamps were noted during the last week of October:

    Before 25 Oct.    : UTC+2
    Period 25-29 Oct. : UTC+3
    29 Oct.           : UTC+0
    After 29 Oct. : UTC+1, finally back to normal

A few other interesting discoveries were made during October. On
various occasions M51 was found on two parallel frequencies. And the
most interesting one was the transmission of FAV22 on two parallel
frequencies 6940//6963 kHz, right after M51's transmissions on the
same two frequencies. This was at the same date that M51's time
indicated UTC+3. The result of a computer hiccup? I think so, but I
also think that there definitely is a link between the two stations.
Do they belong to the same organization or do they share the same
transmitting facilties? I think the latter can be true. Technical
problems resulted in unreadable messages when FAV22 transmitted on
both frequencies. M51 suffered from the same problem on 5787 kHz at
0730 UTC on 20 November. So I guess that they are using the same
facilities. FAV22 btw, is the callsign of the French Forces in
Mons-Valerien.

Here is a dump of FAV22's message:

John sez ''This was on 7804.5 kHz, starting some time before 1600 UTC
and ending with a string of "ar"s at about 1620. Not a "spy" station,
presumably; more like these Russian stations sending "BT99 ... ", but
"my" station has nothing resembling a time check. Hand sending with
numerous errors, erasures and repeats, but very good sending neverthe-
less. I left the Rx on freq for an hour or so after sign-off, but heard
no more. At 1730, a similar station on 7689 kHz, with "2861037..." etc
groups, but he went off almost immediately. I have heard something like
this before, but can't remember any details.''

The RTTY link between Russia (RK2) and Israel (M4W) is still alive and
kicking. Seven days a week on 16129 kHz (M4W) and 16247 kHz (RK2). The
Israeli station shows up at ca. 0820 UTC on 16129 kHz, Moscow starts a
few minutes later. Messages are rarely seen, only RY's and ops chat.

* VARIOUS MODES *

::: POLYTONE STATION [XPH]
Last month I asked if anyone could tell me when the first polytone
station appeared. Costas replied and told me that spy Professor Hugh
Hambleton was arrested by the Canadian RCMP in 1979 and that they found
out that he had a decoder for the Polytone transmissions and a Satellit
2000 radio. So the XPH transmissions started at least in the mid '70s.

::: THE PIP [XT]
This station is one of the oddities that is around for many years. It
transmits from a site very near to Krasnodar.

The station uses two frequencies, 3757 kHz (night time) and 5448 kHz
(day time). They change frequency at 1400 UTC (1700 Moscow time).

Most of the times only the 'pip' is transmitted, but sometimes the pip
suddenly stops and a male voice makes announces like this:

                Tol'ko dl'a 963 648 451 861

Translated into English, this means: ''Only for 963 648 451 861''
(numbers were different each time), and then pips appear again.

I recently received a very interesting anecdote about this station.
   ''Several years ago I entered the duty officer's room in the Army
   recruiting office ('voenkomat' in Russian). I noticed the radio
   receiving equipment there, and the same pips were coming out of the
   loudspeaker. Leaving the office, I saw the antenna intended for 3-5
   MHz band on its roof. So, obviously the signal belongs to the army
   framework.'' <thanks for the info OM, it is much appreciated!>

Any additional info is most welcome.

Jihaz al-Khas became the GID -General Intelligence Directorate- or
Da'irat al-Mukhabarat al-Amah, better known as 'Mukhabarat' or IIS.
Mukhabarat is the most important intelligence agency of Iraq and
consists of 3 bureau's and sub-divided in 28 directorates, each with
its own specific tasks.

Hi, folx, welcome to the logs.

Our log format is as follows:
FREQ c/s Station Enigma-Code rest in free format should include time,
date, mode, details and initials.

Please use the following format for the date: mmddyy, that is 121498
from now on. Please note that I can only include logs in the column
which stick to this format. This column contains logs posted to the
spooks mailing list or to Ary or myself privately. For a reference of
the enigma designators see n+o newsletter no.1. If you want to remain
anonymous, just send your logs to me or Ary with a note saying so.

Again, nothing from my side due to lack of time.

Tnx to all people who contributed with their loggings in 1998. And a
merry christmas etc to all of you. Take care and enjoy the radio hobby.

Let's open the logbook...

Welcome to first time contributor Mary Vilano Van Nuys from San
Fernando Valley in California, who sent us the following logs:

''This is only my second logging, so forgive me for not having the
ENIGMA format down yet. I'm very excited to announce that this morning,
at 1615 z, I finally bagged the elusive Lincolnshire Poacher!
I listened to the YL/EE repeating 5FG until about 1645z when I heard
the tune, and then she was gone. Perhaps some of you in England heard
me scream for joy--all the way from Los Angeles! It came in pretty good
on 13375 USB, and I could also hear it on the parallel freq. 12603 USB.
I could not get it on 11545 USB.''

Mary's other logs:

On 12/5, at 0309 z, I got V2, the YL/SS rptg 5FG on 7555. As others
have noted, in the background was KJES, Mesquite New Mexico (The Lord's
Ranch--or as I like to call it, "The Yahweh Station") broadcasting on
the same frequency. Quite entertaining!

Also on 12/5, at 0240z, on 7918, I heard a very faint phonetic alphabet
tx. Was it Mossad? I thought I heard, very faintly, "Yankee Foxtrot" a
couple of times. This ended at 0247z.

12/5 also gave me, at 0235z, on 6816.0, the Backwards Music or "Whale
Sounds" station.

On 12/12, at 0417z, I think I faintly heard the Two-Letter German G16,
with the YL/EE rptg "Whiskey Lima," tho very faint. Tried to record it,
but my recorder is old, cheap, and terrible. I got nothing but noise
when I played it back. This was on 5732 AM, by the way.

Also on 12/12, I believe I heard M8 at 0410z on 7519.5 AM. I heard
Morse code, but I don't have a way to decode it yet--so I don't know
if what I heard was Morse numbers or not. (Hope Multimode will soon
fix this.)

On 12/13, at 0729z, I heard loud and clear, YL/SS rptg 5FG on 5417 AM.
The Cubans are an easy catch for me, though.

Let's hear it once again for the Lincolnshire Poacher! Yay!!!

         "." sounds like machine-gun speed - about 100 characters (20
         groups) per minute (comparable to voice speeds!) - I can see
         why they did each group twice; the only way you can tell what
         the numbers are is to listen for how many "-" at beginning/end
         of each character! Could hear "crackle" from transmitter (off
